The arrival marks a moment for the newly minted Gang Suppression Force (GSF), a UN Security Council-backed initiative designed to wrest control of gang-dominated territories and pave the way for stability ahead of the 2026 elections.
The GSF, succeeding the under-resourced Multinational Security Support Mission (MSS), promises a more robust response: an expanded mandate for proactive territorial reclamation, intelligence-driven operations, and coordination with Haiti’s National Police and Armed Forces.
“This deployment is not just numbers, it’s a lifeline for our people,” said Laurent Saint-Cyr, head of Haiti’s Presidential Transitional Council, in a welcoming address at Toussaint Louverture International Airport. Released December 8, the executive summary exposes a web of omissions, contradictions, & untraceable riches that ballooned Martelly’s fortune despite his modest official salary, fueling suspicions of embezzlement in Haiti.
The probe, sparked by a 2024 referral from civil society group Ensemble contre la Corruption, scrutinized Martelly’s entry declaration (filed upon taking office in May 2011) & exit filing (delayed until January 2018, well past the 30-day legal window). Investigators, operating under Haiti’s 2004 anti-corruption statute & 2008 asset disclosure law, uncovered glaring flaws: an undated, improperly notarized entry form; 11 undeclared bank accounts (beyond the 6 listed) holding fat balances across local institutions; & real estate holdings worth over $1 million dating back to 1992 that mysteriously evaporated without explanation.
“These declarations are incomplete and inconsistent, eroding public trust and violating transparency mandates,” the ULCC stated, recommending prosecution for false reporting, a felony punishable by up to 5 years in prison & fines. Vehicles listed in 2011 vanished by 2016 without sale records, while new acquisitions popped up mid-term, untethered to any disclosed income. Artistic gigs under Martelly’s “Sweet Micky” alias? Several immigrants who had completed years of background checks, interviews, and tests arrived ready to finalize their naturalization process, only to be told they could not proceed because of their country of origin. According to multiple reports, the U.S. Citizenship and Immigration Services has instructed its employees to pause all immigration and naturalization proceedings for nationals of 19 countries deemed “high-risk,” including #Haiti, Afghanistan, Cuba, Venezuela, & Somalia.⁠

The decision, part of a nationwide directive quietly circulated to USCIS field offices, has stalled both green card and citizenship approvals for thousands of people. The Massachusetts Immigrant and Refugee Advocacy Coalition reported that five people who had already been approved for citizenship were informed at the last minute that their oath ceremonies had been canceled. Another 40 individuals currently in the process now face indefinite delays.⁠

One Haitian woman, who has lived in the U.S. for decades & obtained her green card in the early 2000s, showed up to Faneuil Hall unaware that her ceremony had been canceled. According to her legal representative, officers began asking attendees for their countries of origin. Those from certain nations were then “plucked out of line” and told they would not be allowed to proceed.⁠

Stephora, a sixth-grader celebrated for her straight-A grades, drowned on November 14 in an unsupervised pool at Hacienda Los Caballos, a recreational ranch in Gurabo. The preliminary autopsy report lists the cause of death as mechanical asphyxia by drowning.
Investigators have uncovered multiple safety lapses at the heart of the tragedy. The outing, intended as a reward for top-performing students, defied a 2009 nationwide ban by the Ministry of Education on school aquatic excursions, a measure implemented 15 years ago to prevent such risks. With nearly 87 students present, adult supervision was critically inadequate, & the pool area lacked lifeguards, restricted access, rescue equipment, & first-aid kits.
Attorney General Reynoso directed prosecutors & the National Directorate for Children, Adolescents, & Family to expedite a criminal probe, leading to the swift arrests of the four school employees who were responsible for organizing and supervising the group.
Stephora's mother, Lovelie Joseph Raphael, said she rushed to a local hospital after being told her daughter was ill with vomiting, only to endure hours of waiting before being instructed to retrieve her child's body from the National Institute of Forensic Sciences in Santo Domingo.
Represented by attorneys Mena & Salazar, Joseph Raphael has filed a formal complaint with the Attorney General's Office, accusing the school & the venue of "extreme negligence." The family is demanding a fully transparent investigation, immediate release of all available evidence & security-camera footage.
The Regional Education Director has acknowledged that the institute failed to comply with mandatory safety protocols, prompting an internal review.
