USPS on the Brink: Postmaster General Warns of Possible Mail Delivery Halt by Next Year Without Congressional Action

Agency faces massive losses and exhausted borrowing capacity as traditional mail volume continues to plummet

The United States Postal Service (USPS) is facing an imminent financial crisis that could force it to stop delivering mail as early as next year unless Congress intervenes, Postmaster General David Steiner warned lawmakers this week.

In testimony before a House Oversight subcommittee and in recent interviews, Steiner stated that the agency, which operates without taxpayer funding and relies entirely on revenue from stamps and service fees is rapidly depleting its cash reserves. Due to steep declines in traditional mail volume over recent decades, USPS has incurred massive losses, including billions in recent fiscal years.

The core issue stems from outdated federal constraints, including a $15 billion borrowing limit from the U.S. Treasury that has remained unchanged since the early 1990s. USPS has hit or approached this cap amid ongoing deficits driven by plummeting letter mail (from historic highs of over 200 billion pieces annually to roughly half that today). While package delivery has grown, it has not been enough to offset the losses.

To avert catastrophe, Steiner is pressing Congress to raise the debt limit, allowing greater borrowing, and to grant flexibility for higher postage rates. He noted that the current first-class stamp price of 78 cents is among the lowest in the industrialized world, far below equivalents in countries like France (nearly $3) or the UK ($2.50), despite USPS covering vastly greater distances across the nation.

Without reforms, the 250-year-old institution — which delivers to every address in the United States six days a week — risks being unable to pay employees and vendors or maintain operations, potentially leading to widespread service disruptions.

This warning comes at a critical time for the postal service, which remains a vital lifeline for millions of Americans, especially in rural and underserved communities, and plays a key role in supporting small businesses through package delivery and mail services.
