Haitian leader highlights bilateral talks with U.S. Secretary Rubio and stresses urgent need for stability upon arrival in Port-au-Prince
Port-au-Prince, Haiti – February 27, 2026 Prime Minister Alix Didier Fils-Aimé returned to Haiti Thursday following his participation in the 50th Ordinary Meeting of the Conference of Heads of State and Government of the Caribbean Community (CARICOM) in Saint Kitts and Nevis.
The summit, held under the theme “Going Beyond Words: Acting Today for a Prosperous and Sustainable CARICOM,” focused on regional development, economic integration, climate resilience, and collective action on security challenges.
During the conference, the Prime Minister held bilateral discussions with international partners, including U.S. Secretary of State Marco Rubio. The talks centered on strengthening strategic cooperation, combating armed gangs and terrorist groups, reinforcing state institutions, and advancing the path toward credible and timely elections in Haiti.
Upon arrival at the Diplomatic Lounge of Toussaint Louverture International Airport, Fils-Aimé was welcomed by members of his cabinet, secretaries of state, the acting commander-in-chief of the Haitian National Police, and representatives of the Armed Forces of Haiti.
In brief remarks, the Prime Minister reaffirmed his government’s unwavering commitment to restoring state authority across the national territory. He emphasized that security remains the cornerstone of his administration’s agenda, stating that only a secure environment can pave the way for “free, inclusive, and credible” general elections and rebuild the confidence of Haitian citizens and international partners alike.
Fils-Aimé’s return comes at a pivotal moment. The Transitional Presidential Council’s mandate expired on February 7, leaving him as the sole executive authority. Gang violence continues to dominate Port-au-Prince and other areas, displacing over 1.4 million people and obstructing humanitarian access. No nationwide elections have occurred in nearly a decade, with tentative plans now targeted for 2026.
The Prime Minister’s participation in the CARICOM summit and his meetings with regional and international leaders signal Haiti’s active engagement in seeking support for stabilization, security reinforcement, and democratic renewal.
